TO STIMULATE PUBLIC AWARENESS OF BASS FISHING AS A MAJOR SPORT.
TO OFFER OUR STATE CONSERVATION DEPARTMENT OUR ORGANIZED MORAL AND POLITICAL
SUPPORT AND ENCOURAGEMENT AND TO BELONG TO AND SUPPORT OUR B.A.S.S. STATE
FEDERATION. TO PROMOTE FULL ADHERENCE TO ALL CONSERVATION CODES AND
TO DEMAND ADEQUATE WATER STANDARDS. TO DETECT AND REPORT ANY POLLUTER
AND CALL PUBLIC AND POLITICAL ATTENTION TO HIS CRIME. TO IMPROVE
OUR SKILL AS BASS ANGLERS THROUGH FELLOWSHIP OF FRIENDLY EXCHANGE OF EXPERT
BASS-CATCHING TECHNIQUES AND IDEAS, AND TO PROMOTE AND ENCOURAGE YOUTH
FISHING, AND A LOVE FOR THIS GREAT RECREATION.
B. BE RECOMMENDED BY TWO MEMBERS AT A REGULAR MONTHLY MEETING.
C. BE VOTED ON BY MEMBERSHIP. VOTE SHALL BE BY SECRET BALLOT
AND
AFFIRMATION BY MAJORITY VOTE.
D. BE SIXTEEN YEARS OF AGE.
E. PROSPECTIVE MEMBERS'APPLICATIONS WILL BE PRESENTED TO THE CLUB
BY
HIS SPONSOR. HIS APPLICATION WILL BE
VOTED ON AT THE NEXT REGULAR
MEETING.
F. BE A PAID MEMBER OF B.A.S.S. (CLUB MUST MAINTAIN 100% OF B.A.S.S.
MEMBERSHIP).
THE MEMBERSHIP DUES SHALL BE $50.00 ANNUALLY, INITIALLY PAYABLE UPON BEING VOTED INTO THE CLUB.
THE MEMBERSHIP DUES SHALL BE $25.00 FOR ANYONE JOINING AFTER THE FIRST TOURNAMENT IN THE SECOND HALF OF THE TOURNAMENT SCHEDULE, INITIALLY PAYABLE UPON BEING VOTED INTO THE CLUB.
THE MEMBER DETERMINED AS ANGLER OF THE YEAR SHALL RECEIVE FREE MEMBERSHIP FOR THE NEXT YEAR.
THE MEMBERSHIP SHALL HOLD REGULAR MEETINGS AT PRE-ESTABLISHED TIMES AND PLACES.

SUPERVISE ALL CLUB FUNCTIONS.
B. VICE PRESIDENT: ACT AS PROGRAM CHAIRMAN, TOURNAMENT CHAIRMAN,
AND ASSIST THE PRESIDENT IN HIS DUTIES AND
PRESIDE IN THE ABSENCE OF
THE PRESIDENT.
C. SECRETARY/TREASURER: MAINTAIN ACCURATE MINUTES OF ALL REGULAR
AND SPECIAL MEETINGS AS CALLED FOR BY THE
CLUB PRESIDENT. COLLECT
AND DISBURSE ALL MONIES. MAINTAIN ACCURATE
FINANCIAL RECORDS
AND PRESENT A CURRENT BALANCE REPORT AT EACH
REGULAR MEETING.
PREPARE AN ANNUAL AUDIT FOR REVIEW BY
THE BOARD OF DIRECTORS.
THE CLUB MAY VOTE THAT ANY OTHER OFFICER
HANDLING CLUB FUNDS BE
BONDED. MUST SUBMIT A COMPLETE MEMBERSHIP
ROSTER TO B.A.S.S.
CHAPTER FEDERATION DEPARTMENT ONCE A YEAR.
THE ELECTIONS OF OFFICERS SHALL BE HELD ANNUALLY AT A REGULAR MEETING DURING THE MONTH OF AUGUST. ELECTIONS SHALL BE BY SIMPLE MAJORITY OF MEMBERS PRESENT. ELECTION FOR EACH OFFICER SHALL BE HELD SEPARATELY IN ORDER LISTED IN ARTICLE III, SECTION 1.
EACH MEMBER IS ENTITLED TO ONE VOTE. PROXY VOTES ARE NOT PERMITTED.
THE TERM OF OFFICE IS FOR ONE YEAR, WHICH SHALL BEGIN SEPTEMBER 1, AND END THE LAST MEETING DAY OF AUGUST OR UNTIL THE SUCCESSOR ASSUMES OFFICE. ORIGINAL SLATE OF OFFICERS SHALL SERVE UNTIL THE LAST MEETING DAY OF THE FOLLOWING AUGUST.
NO ONE MAY REFUSE TO SERVE IN OFFICE WITHOUT JUSTIFIABLE CAUSE (TO THE BOARD OF DIRECTORS) OR UNLESS THAT MEMBER HELD OFFICE THE PREVIOUS YEAR.
IN THE EVENT OF AN OFFICE BECOMING VACANT, NOMINATIONS SHALL BE ASKED FOR AND AN ELECTION HELD TO FILL THE UNEXPIRED TERM OF THE INDIVIDUAL VACATING THE OFFICE.
B. HAVE ATTENDED AT LEAST 50% OF THE CLUB MEETINGS AND 50% OF
CLUB
FUNCTIONS DURING A 12 MONTH PERIOD.
C. HAVE SHOWN AN ACTIVE INTEREST IN ALL CLUB FUNCTIONS.
ALL STANDING COMMITTEES WILL SERVE FOR ONE YEAR OR UNTIL A NEW COMMITTEE IS APPOINTED. THE TERMS OF THE COMMITTEE MEMBERS WILL COINCIDE WITH THAT OF THE PRESIDENT. EACH COMMITTEE SHALL ELECT A CHAIRMAN.

1. THE PRESIDENT
WILL CALL ALL MEETINGS OF THE BOARD OF DIRECTORS
AND PRESIDE AT SUCH MEETINGS.

SECRETARY/TREASURER WILL RECORD THE MINUTES OF THESE
MEETINGS.
3. THE
BOARD WILL DECIDE ALL PROTESTS AND RULE ON ALL VIOLATIONS
OF THE TOURNAMENT RULES AND BY-LAWS OF THE CLUB WHEN
APPROPRIATELY RECEIVED.
4. THE
BOARD WILL DEVELOP AGENDAS FOR THE MONTHLY MEETINGS.
B. PROGRAM COMMITTEE: THE PURPOSE OF THIS COMMITTEE SHALL BE TO
PLAN, ORGANIZE AND PRESENT PROGRAMS OF INTEREST
AT THE REGULAR
MEETINGS FOR ENJOYMENT AND/OR EDUCATIONAL VALUE.
C. YOUTH COMMITTEE: THE PURPOSE OF THIS COMMITTEE SHALL BE TO
PLAN,
ORGANIZE AND IMPLEMENT A YOUTH PROJECT; TO
INTRODUCE PEOPLE TO
THE GOALS OF THE CLUB; TO GIVE THEM A BASIS
FOR RESPECT OF OUR
NATIONAL HERITAGE, AN APPRECIATION OF THE
BASIC RULES OF HONESTY,
INTEGRITY, FAIR PLAY AND GOOD SPORTSMANSHIP,
AND TO GIVE THEM AN
INTRODUCTION TO THE SHEER JOY OF FISHING.
D. CONSERVATION COMMITTEE: THE PURPOSE OF THIS COMMITTEE SHALL BE
TO PROTECT OUR NATURAL ENVIRONMENT FROM HARMFUL
CHANGE; TO
DOCUMENT AND REPORT TO THE PROPER AUTHORITIES
VIOLATIONS,
REGULATIONS, ORDINANCES AND OTHER REGULATORY
DEVICES; TO
UNDERTAKE INFORMATIONAL AND EDUCATIONAL PROGRAMS
TO BRING
PUBLIC AWARENESS TO THREATS TO OUR ENVIRONMENT;
AND TO TAKE A
LEADERSHIP ROLE IN REPAIRING THE HARM THAT HAS ALREADY
BEEN DONE
TO THE LIFE-GIVING WATERS OF AMERICA. THIS
COMMITTEE WILL ALSO
SERVE AS OUR ADOPT-A-STREAM COMMITTEE AND WILL KEEP
THE STATE
AND OUR CLUB UPDATED ON THIS PROGRAM.
E. TOURNAMENT COMMITTEE: THE PURPOSE OF THE TOURNAMENT
COMMITTEE SHALL BE TO PLAN, ORGANIZE AND OPERATE
ALL CLUB
TOURNAMENTS. THE TOURNAMENT COMMITTEE WILL
DRAFT
TOURNAMENT RULES WHICH MUST THEN BE APPROVED BY
THE GENERAL
MEMBERSHIP. THE COMMITTEE WILL KEEP RECORDS,
ENFORCE ALL
TOURNAMENT RULES AND INVESTIGATE ALL PROTESTS CONCERNING
TOURNAMENTS.
THE BOARD OF DIRECTORS WILL FUNCTION AS THE TOURNAMENT
COMMITTEE AND WILL SERVE AND OPERATE AS DESCRIBED
IN ARTICLE IV,
SECTION A, SUBSECTION 1-4.
A. DUES ARE DUE BY THE SEPTEMBER BUSINESS MEETING. EXISTING
MEMBERS
MUST HAVE DUES PAID BY THE OCTOBER BUSINESS
MEETING OR WILL HAVE
TO REAPPLY FOR MEMBERSHIP INTO THE CLUB.
ALL FEDERATION TEAM
MEMBERS MUST BE IN GOOD STANDING WITH THE
CLUB BY THE END OF THE
OCTOBER BUSINESS MEETING OR THEY WILL FORFEIT
THEIR POSITION ON
THE TEAM TO THE NEXT HIGHEST RATED ANGLER.
B. ANY ACTION WHICH WOULD REFLECT DISHONOR AND DISGRACE ON THE
CLUB.
C. DISQUALIFICATION FOR ANY REASON FROM PARTICIPATION IN CLUB
SPONSORED EVENTS, INCLUDING DISQUALIFICATION
FOR USE OF DRUGS OR
ALCOHOL.
D. FAILURE TO MAINTAIN CURRENT B.A.S.S. MEMBERSHIP.
THE BY-LAWS MAY BE AMENDED AT ANY REGULAR MEETING BY A 2/3 VOTE OF
THE MEMBERS PRESENT.,
B. TOURNAMENT COMMITTEE WILL SET TIMES FOR THE BLAST-OFF AND WEIGH
IN.
C. TO QUALIFY FOR THE TOURNAMENT WEIGH-IN, YOU MUST BE PRESENT
FOR
THE BLAST-OFF AND THE WEIGH-IN ( Unless
prior approval is established).
D. TOURNAMENTS WILL BEGIN BY A SAFE BLAST-OFF.
E. AFTER THE TOURNAMENT BEGINS NO ONE MAY LEAVE THE BOAT EXCEPT
IN
THE CASE OF AN EMERGENCY.
F. NO FISHING OF TOURNAMENT WATER WITHIN 24 HOURS PRIOR TO THE
TOURNAMENT.
G. ONLY ARTIFICIAL LURES WITH CONVENTIONAL CASTING EQUIPMENT.
H. NO LIVE BAIT, TROLLING, NETTING, SPEARING, SNAGGING, OR JIGGER POLES.
I. ALL BOATS MUST COMPLY TO ALL STATE LAWS OF WATER SAFETY.
J. LIFE JACKETS MUST BE WORN ANY TIME THE LARGE MOTOR IS IN
OPERATION.
K. NO ALCOHOLIC BEVERAGES.
L. ALL PARTICIPANTS MUST RETURN TO LANDING BY WEIGH-IN TIME OR
WILL
BE DISQUALIFIED.
M. NO CONTESTANT'S BOAT MAY FISH WITHIN FIFTY (50) YARDS OF ANOTHER
CONTESTANT'S BOAT IF ANCHOR IS DOWN
AND TROLLING MOTOR IS UP.
N. TOURNAMENT COMMITTEE CHAIRMAN AND ONE COMMITTEE MEMBER WILL
WEIGH ALL CREELS.
O. THE SECRETARYFTREASURER WILL KEEP RECORDS OF WEIGHTS.
P. SCORING WILL BE BY THE POINT SYSTEM (SEE ATTACHMENT 1).
Q. FIVE (5) FISH LIMIT, FISH MUST BE A MINIMUM OF TWELVE (12)
INCHES LONG.
(UNLESS SUPERCEDED BY LAKE RULES)
R. ONLY LARGEMOUTH AND SPOTTED BASS WILL BE WEIGHED.
S. ALL FISH WILL BE WEIGHED ON THE SAME SCALES.
T. FISH WILL BE MEASURED WITH THE MOUTH CLOSED AND TAIL FLAT USING
A
GOLDEN RULE MEASURING BOARD.
U. TIES WILL BE BROKEN BY LARGEST FISH IN PARTICIPANT'S CREEL.
V. ANY ATTEMPT TO WEIGH ANY FISH LESS THAN THE TWELVE (12) INCH
MINIMUM WILL BE PENALIZED ONE (1) POUND AND
THAT FISH FROM HIS
CREEL WEIGHT TOTAL.
W. A TWO (2) OUNCE PENALTY WILL BE DEDUCTED FROM A PARTICIPANT'S
TOTAL WEIGHT FOR EACH DEAD FISH.
X. ALL FISH (EXCEPT FOR TROPHY FISH YOU WISH TO HAVE MOUNTED),
WILL
BE RELEASED AFTER THE TOURNAMENT WEIGH-IN.
THE UTMOST CARE WILL
BE USED WHEN HANDLING FISH SO AS TO
RELEASE THEM IN THE BEST
POSSIBLE CONDITION.
Y. EACH CONTESTANT IN A BOAT WILL INCUR 50% OF EXPENSES FOR TRAVEL
TO AND FROM TOURNAMENT SITE AND BOAT OPERATIONS.
Z. NONBOATERS WILL BE AFFORDED THE OPPORTUNITY TO HAVE CONTROL
OF
THE FRONT OF THE BOAT FOR 50% OF THE TOURNAMENT
TIME.
CONTROL OF THE FRONT OF THE BOAT WILL BE WORKED
OUT BETWEEN
CONTESTANTS (TO EACH ONE'S SATISFACTION) PRIOR
TO THE
TOURNAMENT. RESPECT AND CARE OF THE
BOATERS EQUIPMENT WILL
ALWAYS BE OBSERVED.
AA. IF, IN THE EVENT SOMEONE DOES NOT HAVE A PARTNER TO
DRAW, THAT
PERSON WILL BE RESPONSIBLE
FOR GETTING A VISITOR TO FISH WITH HIM.
THE VISITOR WILL NOT
BE ALLOWED TO PARTICIPATE IN THE WEIGH-IN.

At the conclusion of the regular tournament schedule, there will be a two (2) day "CLASSIC" held as soon as practical. All club members that have participated in at least 50% of qualifying tournaments for the past year will be eligible for DAY 1 of the "CLASSIC". At the conclusion of the DAY 1 weigh-in, the top 50% of the participating members will qualify to fish the final (DAY 2) day for the "CLASSIC" title and the cash prizes. If there is a tie for the final qualifying position, the number of participants will be increased accordingly.
All weights from DAY 1 will be dropped and all qualifying participants will begin DAY 2 of the "CLASSIC" even. The "CLASSIC" title and awarding of cash prizes (except DAY 1 lunker) will be awarded by weights of DAY 2 weigh-in only!
The "CLASSIC" can be fished by 3 different methods. They are as
follows:
1. Solo
2.Have club member with boat that did not qualify take the participant.
3.Fish with club member that did qualify.
Methods 1 and 2 should be fully explored by participants before relying on method 3.
The "CLASSIC" will be held as soon as practical after the final regular tournament of the club year and will have NO effect on total points for the year.
The location of the "CLASSIC" will be determined at the "CLASSIC" pre-tournament meeting by draw from each qualifiers choice entered into the'hat'. The "CLASSIC" WILL BE A 2 DAY EVENT.
The top 3 finishers of DAY 2 at the "CLASSIC" will be awarded cash prizes. The proposed pay-out will be as follows:
1st place - $250
2nd place - $150
3rd place - $100
Daily lunker pot - $50
Total pay-out - $600
The proposed method to raise funds for the "CLASSIC" is sell raffle
tickets for various fishing related products. Total proceeds may
determine total pay-out available. A plaque is proposed for "CLASIC
CHAMPION" to be awarded at the end of year banquet.
We make this attachment in order to incite greater participation throughout
the regular tournament schedule and to create a little more excitement
after a long season.
