RESIDENTS ARE
REMINDED OF THE ASSOCIATION FEE INCREASE TO $125 PER MONTH EFFECTIVE JANUARY
1, 2020. Residents who use their financial institution to make
association fee payment are urged to start the new fee payment process very
soon.
HIGH VIEW CONDO ASSOCIATION BOARD MEETING
October 21, 2019
- President Peggy Powell called the meeting to order at 9:00 a.m.
with Alice Heinbuch, Brian Jones, Frank Segerstrom, Jeff Titcomb
and Myles Walsvig present. No guests
attended.
- Financial update: Alice
related an October 20 checking account balance of $3,813.07 and October 20
savings account balance of $1,720.44.
- M/S –Titcomb/Walsvig –
the minutes of the October 4 board meeting be accepted as printed. Carried.
Old Business:
-To accommodate a Highpoint resident request President Powell will ask that
the gutter and downspout cleaning will be started on Highpoint on November
6. Cleaner will work north thereafter.
-Sidewalk and apron repair will be postponed until next spring at which time
more estimates will be gathered. A main reason for the delay is
insufficient funds.
-Dead tree removal by New Richmond Tree Service will occur later this fall.
-The board made one change (new title) and one addition (fee increase motion)
to the amendment reorganization. This amendment reorganization to bylaw
and covenant changes since 1998 will be published on our website.
-Concerning the recent shrub trimming the board noted that the shrubs could
have been cut shorter. The lawn maintenance company will be informed.
-Trimming of low branches on originally planted rear trees within our
association has neared completion. A letter of complaint that the board
received was read and comments were duly noted. Residents are reminded
that these trees are not resident-owned and will be trimmed at board
discretion.
-Last week Frank Segerstrom removed some of the brush stockpiled in the trees
east of the elementary school. Weather permitting board volunteers will
transport more to the nuisance grounds this week.
Others:
-The board reminds residents of the usefulness of gutter heat tapes in the
winter.
-Alice Heinbuch read the thank you received from the Adeline Cloutier family.
New Business:
-The board was relatively pleased with the order maintained at the recent
October 17 general meeting. Few side discussions occurred.
-Treasurer Heinbuch reported contacting the waste management company who
indicated that smaller garbage bins are available (at the same cost) but the
company prefers the larger bins for easier winter pickup.
-Secretary Jones issued new directories to the board members. These
directories include residents’ phone numbers.
-M/S – Segerstrom/Titcomb – present officers (Peggy
Powell – president, Alice Heinbuch – treasurer and Brian Jones – secretary)
remain the same for the next one year term. Carried.
-M/S – Heinbuch/Titcomb – Myles Walsvig
serve as secretary and snow contact person from November through March in
Brian Jones’s absence. Carried. NOTE: Kathy and Brian Jones
have paid their association fees November through March (2 x $110 and 3 x
$125) - Block captains are as follows:

-Our lawn maintenance /snow removal contract expires on March 31,
2020. We await a new contract proposal from Jagusch
Lawn Maintenance. A second request will be emailed to them.
-No new work orders were received.
REMINDERS:
-Snowplowing will be done when there has been an accumulation of 2 inches or
more. In the event there is a plus 4 inches snowfall, plowing will be
every 3-4 inches in an effort to keep the driveways passable. The
sidewalks will be shoveled when the final plowing is done.” (Jagusch Lawn Care contract)
-If snow removal is imminent residents are asked to tie up their extension
downspouts to facilitate driveway plowing. Extensions should be lowered
during melts.
-A vehicle on a driveway during snowfalls may result in a driveway not being
plowed.
-The board will keep an eye on snow accumulation on association roofs during
the winter and deal with the snow accordingly.
-Please help keep your street’s fire hydrants clear of snow.
Others:
-Jeff Titcomb announced spending time on Friday
analyzing the Zimmerman exhaust fan problem. He concluded the problem
was not a roofing issue. A new fan motor is needed.
-A High View resident has reported having garbage taken from the garbage bin
before pickup. As well, seemingly some recycle bins have been
misused. The board reminds residents to shred any valuable papers before
placing them in either bin.
-Myles Walsvig related that our present insurance
policy has some water backup coverage. The company offers a $15,000
secondary coverage to primary insurance coverage.
-Our welcome letter needs to be updated and will be.
-Next meeting – as needed.
