BYLAWS

OF THE INDIANHEAD BASSERS

OF NEW RICHMOND WISCONSIN

 

 

ARTICLE I       CHAPTER NAME

 

Section   A:  The name of this chapter shall be known as the Indianhead Bassers of New Richmond Wisconsin.

 

ARTICLE II      PURPOSE

 

Section   A: The objectives of this chapter are to:

1.       Stimulate public awareness of bass fishing as a major sport.

2.       Offer the Wisconsin Department of Natural Resources our organized moral and political support and encouragement.

3.       Promote full adherence to all conservation codes.

4.       Encourage adequate water standers and enforcement of existing regulations.

5.       Detect and report any polluters and call public attention to the violation.

6.       Improve our skill as bass anglers through a fellowship of friendly exchange of catching techniques and

       ideas.

7.       Function as a dynamic and effective link with others chapters and be affiliated with B.A.S.S. embracing

       the principles and purposes and requirements of the Bass Anglers Sportsman society.

 

ARTICLE   III    MEMBERSHIP

 

Section   A: The chapter shall not exceed a membership of 36 people.

 

Section   B:  Any person is eligible for full membership if the:

1.       Voluntarily express a genuine interest in membership.

2.       Fill out an application form.

3.       Adhere to objectives of the Chapter.

4.       Pay the required member ship dues.

5.       Pay the required Bass State Federation dues.

6.       Pay the required National Bass Federation dues.

7.       Become a member of  B.A.S.S.

 

 

Section   C:  The amount of the membership dues shall be decided on by a quorum of the members.

 

Section   D:  Membership dues shall be $15.00 annually.

 

Section   E:  All dues (membership, both National Federation and State Federation dues) shall be paid at the

                    January meeting. Failure to pay dues within (2) two months (March), members will not be considered

                    a Chapter member.

 

Section   F:  A member shall be dropped from the membership roster or restricted from fishing the Zone

                     Tournament for any of the following reasons:

1.       Failure to pay dues.

2.       Any action, which would reflect dishonor and disgrace on the Chapter.

3.       Failure to attend 60% of the Chapter functions during a twelve-month period (January through

      December). Pertains to the Zone Tournament only.

 

 

 

 

 

 

ARTICLE   IV    OFFICERS

 

Section   A:  The officers of the Chapter shall consist of:

1.       The President, who shall preside over all meetings and direct all official business, appoint and direct

       all committee functions, and supervise all club functions.

2.       The Vice President, Tournament Chairperson who will preside in the absence of the President, presides

       over all club tournaments, and acts as program chairperson.

3.       The Secretary-Treasurer, who shall maintain accurate financial records and minutes of all meetings

       and maintain regular liaison between the Chapter and B.A.S.S. National Headquarters.

4.       The Club Representative, who attends all Federation meetings set be the Federation and reports this

       information to the club members at the next regular club meeting. Vote on all matters for the club at

       the Federation meetings

5.       The Club Co-Representative, who shall assist the Club Representative and in the absence of the Club Representative attend all Federation meetings set by the Federation and report this information to the

      members at the next regular scheduled club meeting. Vote on all matter for the club at the Federation

      meetings. It is strongly recommended that the Co-Representative accompany the Club Representative

      to the Federation meetings. (Note the Co-Representative is not a member of the executive comity.)

 

Section   B:  The election of officers, by ballot or unanimous decision, shall be held every (2) two years at

                     the regular December meeting. (Example)  Election of the President and the Secretary-Treasurer

                     shall be in a given year for a (2) two year period and then the following year the Vice President

                     and the Club Representative would be elected for a (2) two period. This procedure is used so that

                     all officers are not up for election at the same time.

 

Section   C:  Election of officers shall be by a simple majority of the chapter members.

 

Section   D:  Each officer, as listed in Article IV-A, shall be voted on separately.

 

Section   F:  In they event of office becoming vacant, elections shall be held to fill the un-expired term of the

                     individual vacating the office.

 

Section   G: The term of office shall be for  (2) two years beginning and ending at the January meeting.

 

Section   H:  To be eligible to become a Chapter officer a member must:

1.       Has been a member for (1) year.

2.       Have attended at least 60% of the Chapter Meetings and functions.

3.       Show an active interest in all Chapter functions.

 

Section   I:  An officer of the Chapter may be removed for office under the following conditions:

1.       If they meet any of the conditions under Article III-F

2.       If they are remiss in caring out their duties.

3.       If they commit any act unbecoming a club officer which will be recognized when (8) eight Chapter

       members petition for removal.

 

Section   J:  To remove a person from office, an executive hearing of officers will be held with a club member,

                     selected by the membership, to serve as an ex-office member acting as a mediator during the

                     hearing.

 

 

ARTICLE   V   MEETINGS

 

Section   A:  Regular meetings shall be held on the third Sunday of each month starting at time to be determined

                     by the membership at the previous meeting.

 

Section   B:  Special meetings may be called as the President may direct.

 

Section   C:  Executive sessions may be called as the President directs.

 

Section   D:  A quorum at any meeting of the chapter shall consist of fifty percent (50%) of the current

                     Chapter membership.

 

 

ARTICLE   VI COMMITTEES

 

Section   A:  A Boat Safety Committee shall be appointed by the President. It shall be the responsibility of this

                     committee to set up and conduct boat safety classes.

 

Section   B:  A Youth Seminar Committee shall be appointed by the President. It shall be the responsibility of

                     this committee to set up and conduct a workshop for the youth of they area.

 

Section   C:  An Open Tournament Committee shall be elected by a simple majority of the Chapter membership.

                     It shall be the responsibility of this committee to set-up and coordinate the annual tournament

                     sponsored by the Chapter.

 

ARTICLE   VII   PARLIAMENTARY AUTHORITY

 

Section   A:  The rules contained in ROBERTS RULES OF ORDER  shall govern in all cases where they are

                     applicable.

 

ARTICLE   VIII   AMENDMENTS

 

Section   A:  The By-Laws may be amended at any regular meeting by a two-thirds vote of the Chapter

                      membership.

 

Section   B:  The membership must be notified of the proposed amendment at least (1) one regular meeting

                      prior to the vote to amend.

 

Section   C:  BOAT INSURANCE: each boat owner using their boat, in any Club, Zone, or State Tournament

                     must provide PROOF of a minimum of $100,000.00 personal liability insurance. A cop of the

                     Policy must be given to the club Secretary at the March meeting each year.
