kilarc in the snow What is Kilarc and why does it need to be saved?

Kilarc Reservoir is an approximately 4 acre man-made lake at Lat: 40.63 N Long:121.88 W in Whitmore CA.

Kilarc is very dear to our hearts as it is not only part of a working hydro project off Old Cow Creek, but an important free picnicking and fishing lake for local residents. It is wheelchair accessible. In fact it is the only such facility in Shasta County! Whilst we preface our efforts as SAVE KILARC we are also strongly concerned about the smaller hydro plant at South Cow creek.  Both these facilities supply green power! Kilarc is a great deal more emotional for us as many generations of children have learned to appreciate its beauty and fish there! Sometimes you will find 4 generations picnicking and fishing together there.

PGE are threatening to decommission it and destroy all these facilities. If the hydro plants stay operational under new ownership jobs will be saved, even created, the County will retain valuable tax base, and property values will remain intact. The environment will be enhanced and the ecological aspects and historical artifacts preserved. Visions of educational and recreational use put forth by the Stewardship Council will be realized. Fish habitats will be improved. Most importantly it will be there for generations to come!

Directions to Kilarc Reservoir:

(Click Image at Left to Expand)

Take 1-5 to 44 East exit (towards Lassen Park.)

Go approx 9 miles to Palo Cedro, then 3 more miles to Millville. Turn Left onto Old Hiway 44(there is a Speed 55 sign just before the turn).

Go 1 mile then turn right onto Whitmore Road.

Go 16 miles to Whitmore, after store go 1 1/2 miles further and turn left onto East Fern Rd.

Follow East Fern Road 2.3 miles and you will see a wooden sign on the righthand side for the Kilarc picnic area and Miller Mtn Rd.

Go 3 1/4 miles along shingle main track keeping to the left.

Go over little bridge and the picnic area is left/ahead. Narrow Road so take care!

Benno Fish 7/11

Jim Benno (46) of Redding caught an enormous brown trout at Kilarc yesterday! It weighed 17lbs & measured 29 3/4 inches! (6 inches shorter than the one that used to be in the Store at Whitmore ... which was a World Record.)

He used a Shakespeare rod with a #6 Eagle Claw with plastic bait!

 

 

PG&E Stewardship Council Meeting Outcome

As a result of the recent stewardship council meetings, the WSRCD (Western Shasta Resource Conservation District) have been designated to monitor and oversee PG&E’s maintenance and upkeep of the Kilarc property in a suitable manner.

FERC has gathered input on their Draft EIS and are currently preparing their Final EIS for release. No date has been given to expect the final EIS.

Click the link below to read an outline of the July 14th meeting re: the draft EIS. The outline does not record every comment but is the recollection of the author from notes taken at the meeting. I hope you will find them useful. Please pass them on as you see suitable.

A Note from Maggie:

Further to today's (July 9th, 2010) article (front page of the Record-Searchlight: follow link here: Record Searchlight July 9th article) the public should be aware and protest loudly that the projected cost of destroying Kilarc  (politely called decommissioning) is at the moment $14.5 million! This cost will be born by the ratepayers and be passed on to us as inflated PG &E bills. Everyone should be up in arms.

There is no evidence of salmon or steelhead above the Whitmore Falls and no proof that fish habitats will be improved.
The Shasta Evergreen proposal, supported by the public, Shasta County & SPI is a win/win proposal for all and would preserve the reservoir, improve the wheelchair accessible picnic area, run the hydro plants a source of green power, provide jobs, preserve the environment & historical artifacts. In addition  a conservation area is proposed that would enhance fish habitats!  
There is no logical reason that the proposed decommissioning cannot be stopped.

Please attend Tuesday's (Aug. 17th, 2010) meeting at the Whitmore Community Center 6-8pm and make your voices heard. We must stop this travesty.
