Where do I pay fines?

City of LeMars parking fines should be paid at the Police Department. All other traffic fines should be paid at the Plymouth County Clerk of Court.

Ambulance bills should be directed to LeMars City Hall, 40 Central Ave SE, LeMars, Iowa 51031. 712-546-7018

Can I burn leaves in the city limits of LeMars?

Open burning is prohibited by city ordinance. You may apply for a temporary permit to burn at City Hall.

Do I have to keep my dog in a kennel or on a chain?

Dogs are considered at large, if they are off the premises of the owner and not confined or under the control of the owner or responsible person. Dogs that are considered "at large" shall be impounded.

I came to your station and it was locked up, how can I contact an officer?

There are police officers on duty 24 hours a day, seven days a week. There is a phone in the lobby of the police station. It rings directly to a dispatcher, who can direct an officer to assist you. If you are near a phone and have an emergency to report, dial 911. For all other non-emergency calls you should use 712-546-4113.

Is it lawful for me to shoot a BB gun in the city limits?

It is unlawful for any person, other than a peace officer in the discharge of official duties, to shoot or discharge any firearm, air gun, BB gun, slingshot, bow or other weapon in the city.

How can I obtain a police report?

You may obtain a copy of an accident report by mail or at the front desk of the Police Department. There is photocopy fee for each report.

When should I use 911, and what is the routine number?

Anytime you have an emergency you should dial 911. Other non-emergency or routines calls should be made to 546-4113 or the Plymouth County Sheriff's Office at 546-8191.

How long can I park my car, pickup, trailer on a city street?

Any vehicle, trailer or mobile home that is left parked upon a street or alley for a continuous period of forty-eight (48) hours or more may be impounded. On certain streets, and as posted all night parking is prohibited. Trucks, truck-trailers, lowboy trailers and mobile homes are prohibited from parking upon any public street or thoroughfare within the city during the hours from 6:00 p.m. to 6:00 a.m., except for loading or unloading purposes

What is this ODD / EVEN parking ordinance?

69.10 WINTER PARKING RESTRICTIONS.
1. Application. The provisions of this section, prohibiting
the standing or parking of vehicles on certain designated
streets or parts of streets, shall apply from November 1 to
April 1 each year.
2. Parking Prohibited. During the time specified in this
section it is lawful to park vehicles, otherwise authorized by
this Code of Ordinances, upon City streets only as follows:
A. On any street where parallel parking is otherwise
lawfully permitted on both sides of the street: on the
odd-numbered address side of the street on oddnumbered
calendar days and on the even-numbered
side of the street on even-numbered calendar days.
B. On any street where parking is otherwise
prohibited at all times on one entire side of the street
only: on that side of the street where parking is
otherwise lawfully permitted until any accumulated
snow has been removed from at least one-half of the
street. Thereafter, it is unlawful to park on the
unplowed side of the street until the accumulated
snow has been removed from the full width of the
street. Persons may park on the otherwise prohibited
side of the street in order to comply with the
provisions of this subsection during said times but
only until snow has been removed from the unplowed
side where parking is not otherwise prohibited.
For the purpose of this section, the calendar day shall have
its beginning at 6:00 p.m. preceding the date and ending at
6:00 p.m. on the date as required.
3. Signing. The provisions of this section shall be in full
force and effect throughout the City when signs are posted
on primary or secondary roads at or near their points of
intersection with the corporate boundaries of the City and
stating: Restricted Parking November 1 to April 1. Parking
on Odd Side of Street on Odd Calendar Days and on Even
Side of Street on Even Calendar Days.
