Anyone wishes to be on the agenda for the monthly Town Board meeting must submit information to the Town Clerk by the first Saturday of the month. Anyone who has a bill to be paid must also submit the bill to the town clerk for payment at the current town board meeting by the first Saturday of the month.

Recycling is from Jan. 1 thru Dec. 31 no pro-ratingRecycling stickers are $25.00 yearly and Waste is $3.00 per sticker or $15.00 for a sheet of 5, weight limit is 35 lbs., one sticker per bagTo get regulations of Recycling and Waste see the town clerk. Recycling and Waste are to be payable at the Town Clerk’s office before using the privileges. Recycling and Waste hours are 8-12 pm every Saturday ONLY. This privilege is for West Sparta residents only. There will be an attended to take care of Recycling and Waste for any residentNO DROP OFFSwithout paying, violators will be prosecuted. This is a reminder from the code enforcement office that is you are planning to build you MUST OBTAIN A BUILDING PERMIT. This includes swimming pools (permanent and portable) Sheds (Including those that are prebuilt off site) new construction, Additions, garages, barns etc. Please check with the code office before you start any construction to obtain all applications for permits and ensure you have all the necessary paperwork in order.

I would also like to remind you that under the towns junk storage law you cannot have more than one unlicensed UN registered motor vehicle visible from the road or a joining properties on your property. Inspections are being made throughout the town violation notices are being sent out to residents and land owners not in compliance of the towns zoning regulations. If any resident or landowner has a complaint about junk or any other zoning issue complaint forms are available in the lobby of the town hall. These forms can be filled out and left in the code officers mail box or you can contact me via email at westspartacodeoffice@yahoo.com or by phone at 585 – 519 – 3321 complaint forms must be signed and dated all information is confidential. Town Of West Sparta2011 Year end report by supervisor Dominic Cosimano our West Sparta town hall is completed which I started in my first year and finished in my final year as town supervisor. With the exception of central air conditioning, we are waiting for winter prices to bid the work out to help save tax payers money. With the construction of our new building addition we saved the town over $600,000 from the old proposal . We are in the final stages of finishing the renovations of the old town hall and court house building. We have applied for a justice grant to help. There is a lot more to be done we need to look at the Highway barns but we must be frugal with spending as we where in our town hall complex. I set aside $30,000 in 2012 to start up grading the highway building. I found resolve in the Moore road water line situation which went on for over fifteen years. One big issue I have been seeing is this town needs education on the code of ethics something I had planned for 2012. If you followed our meetings and what is going on in our town you would understand . The Woodsville water district extension project is in the final stages of completion. There was over $100,000 left from Rural Development grant due to competitive bids and about two weeks work left in Cumminsville to replace the existing old water line to help increase water pressure and volume in our town. I cant see giving back that money when we can utilize it. The Land development code book and the updated junk storage laws are in the hands our lawyer reviewing for a towns public hearing. We have a new code enforcement officer Mark Mullikin ph no.585-519-3321. He is doing a very good, honest job with excellent record keeping skills. We have a new 4 way stop at Redmond, MacKay Hill rd and Kysorville-Byersville rd. I believe a big help in safety with the store traffic and blind spots. I worked with land owner and contractor to get the installation of a 14ft deep 15”storm drain installed by A Smith construction we now have the capabilities to drain off our west side town properties. To help our town buildings and parking lot drain off. I worked with the county and got approval to install a much needed slues pipe under Kysorville- Byersville road and charge back to the county. I hen passed on to the highway superintendent, this would help drain off the north side of the town hall where we hold our events and possible future park area. This would also help our Neighbors from years of wet land problems. My first year in office Greg and I talked about finishing off the property leveling off the grounds. Mowing and cleaning around fence and pond also creating a walking path around the out skirts of our property to use for safe walking exercise or just plain enjoyment. This is something our highway crew could do when ever they get a few hours off and on, after all if we can build roads with our equipment we can do this. I did ask. Financially I leave this Town With over$100,000 in reserve funds in the general account, and almost $450,000 in highway reserve funds, going into 2012. This should resolve our uneducated rumors that I spent it all. I kept our taxes flat for 2012 and no outstanding loans with the exception of the Woodsville water district. I would like to say thank you to my supporters it has been a great two years, and very fast two years. I really enjoyed working for you. I am proud to have worked with our town board the last two years achieving what we have. I walk away proud knowing that I have achieved, in two years that couldn’t get done in the last 15 years. I did what I said I would do two years ago when I got elected! I believe what you can’t get finished today you can finish tomorrow! News From the Planning Board’ The Town Planning Board has been working on a new version of the Land Development Code (Zoning Code) based on community input from the Comprehensive Plan survey. The Town Board will hold a Public Hearing this Thursday, September 9, on the new Land Development Code. See below for a summary of what is included in the new Code, and a summary of the business covered at the July Planning Board meeting. The next Planning Board meeting (September 22) will cover information to be included in the new Junk Storage and Property Maintenance law. Public involvement is encouraged.

West Sparta Code Enforcement and Zoning

Land Development Code To make a complaint regarding junk violations and zoning violations, the following form should be filled out as completely and accurately as possible and either mailed to or dropped off at the Town Hall. The location of the violation needs to be as specific as possible so the zoning enforcement officer (ZEO) can easily locate the problem. The person making the complaint should keep a copy in case the original gets misplaced.

West Sparta Code Enforcement Complaint Form (for Junk Violations and Zoning Violations)

Please note that the problem needs to be a violation of either the Town of West Sparta Junk Storage Law or a violation of the Town of West Sparta Land Development Code (Zoning Code). Copies of both of these documents are available at the Town Hall. If the complaint is not a violation of a Town Law then the ZEO can't do anything about it.

Although the town board does not accept anonymous complaints, it is understand that some people are concerned about maintaining their privacy. In this case a complaint can be submitted to the Planning Board, and the Planning Board will verify the problem, then pass it along to the ZEO with the name of a board member on it as the person making the complaint.

Anyone who wishes to apply for a building permit, special use (business) permit, or subdivision application (to split off one or more building lots, or adjust a property boundary, or make any other changes to their property) needs to fill out the Zoning Application and turn it in to the CEO/ ZEO.
