SPECIAL MEETING           December 5, 2011   

 

Meeting called to Order at 7:04 pm

 

Roll Call;  Present – Chairman Erdle, Board members Adrienne Keiffer, Barb Nagle, Alternate Jill Kalmar

 

Excused – Andy Keiffer

Resigned – Dawn Cox

Absent – Alternate Eugene Teed

 

Guests – Laura Moffat, Bob Booher (ZBA)

                        Gerad Levey

 

The draft copy of the Gas Well Drilling Moratorium that was started at the regular meeting on November 16, 2011 and subsequently revised and e-mailed to all members was discussed.  The members present agreed that this draft was acceptable as written and should be sent to the Town Board for their action.

 

Resolution 2011-17 - A motion to accept the Moratorium as written and forward it to the Town Board for their action.  Motion made by Barb Nagle, seconded by Adrienne Keiffer.  A roll call vote was taken and all agreed.  PASSED

 

 Chairman Erdle stated that e-mail copies of the Moratorium have already been sent to Supervisor Cosimano, Councilman Keagy, and the Town Clerk for their review and comment.

 

Laura Moffat brought up the subject of heavy truck traffic ruining the Town Roads and suggested we look into a Road Use Agreement or similar Local Law to protect the Town Roads.  She provided an example and a web site.

 

Laura Moffat also suggested ways to ‘disguise’ industrial looking buildings that might be part of a well drilling or similar operation.  This could be included in the permit process to make the structures blend in better.

 

Gerad Levey discussed the need for Planning and Zoning minutes and decisions (approvals, disapprovals, tabled items, etc.) to be filed in a timely manner with the Town Clerk in case of an Article 78.  He will look into writing up an official Town Policy on how this should be done so all the Boards and individuals involved in decision making will have a clear understanding of what to do.
