Summary

In recent years, Mr. Porto has focused his attention on politics. He is currently Chairman of the Monroe County Independence Caucus, a bipartisan group of elected officials who are interested in promoting solutions to local issues. He is both a former Monroe County Chairman as well as a former New York State Vice Chairman of the Independence Party. During 2004, his final year as Monroe County Party Chairman, 26 of the 29 candidates he personally supported and for whom he campaigned were elected to office. The list includes 1 US Senator, 3 US Congressmen, 2 NYS Supreme Court Judges, 4 NYS Senators, 4 NYS Assemblymen, the County Clerk, 1 County Court Judge, 7 County Legislators, 1 Town Supervisor, 2 Town Council Members and 1 Village Judge.

Mr. Porto is an activist with respect to Western New York's economic development. In particular, he has been promoting renewable energy as a way to create manufacturing jobs in Monroe County as well as throughout the region. As an extension to his interest in energy, he is currently engaged in the transformation of his company into an energy management consulting firm.

During the majority of his professional life, he worked as a consultant in the Information Technology field. He has extensive experience in all phases of system development as well as the support of those systems after implementation. During his 38-year career in this field, he has held many diverse positions. These include Project Manager, System Architect, Business Analyst, Application Programmer, Consultant, Tester and User Trainer. He has experience with a large variety of platforms and has a particular interest in projects seeking to integrate mainframe and client server technologies.

Throughout his career, the tasks assigned to Mr. Porto have resulted in systems having similar characteristics. Those systems were responsive to changing business requirements, were easy to maintain, rarely malfunctioned and had above industry standard lifetimes.

PORTO-BLE Systems, Inc. - Penfield, NY - President - 10/1981 to Present

PORTO-BLE Systems originally was a data processing consulting service and evolved into a service bureau specializing in bookkeeping services. Contributions include: founding the company, providing the financing, developing the client base, recruiting the personnel, directing the development of the products and the responsibility for the day to day operations of the business. The services are performed on servers networked to Windows based PC’s.

2003 - Present: - During this period, Mr. Porto has been moving PORTO-BLE Systems, Inc from an emphasis on Information Technology to Energy Management.

2000 - Present - Provided data processing and web services in support of political organizations.

1989-1994 Client: ABR Wholesalers - Provided bookkeeping services which included Purchasing, Shipping, Receiving, Order Entry (at point of sale), Accounts Receivable, Accounts Payable, Inventory Control and General Ledger.

1985-1990 Client: 47th Street Photo - Developed a software system which provided credit card authorization at the point of sale, the automatic settlement by the authorizing institution and the electronic transfer of usable funds to 47th Street Photo within 24 hours of the purchase.

1981-1986 Client: Muscular Dystrophy Association - Created a nationwide computer network to support over 300+ field locations with the national office. The primary mission was to automate the bookkeeping of the entire organization but it was later expanded to provide the field offices with fund raising tools. In addition to fund raising, the system provided Payroll (including automatic check deposit, withholding tax reporting, tax shelter, W2 and 1099-form generation), Accounts Payable, Income Deposits with centrally controlled Electronic Funds Transfer, Purchasing and General Ledger. Personal computers were installed in the field and networked into a PRIME mini- computer installed at national headquarters. A second major contribution involved Direct Mail Fund Raising. Developed a capability to expand the Direct Mail Campaign from an annual income of $150,000 to $30,000,000+ within 5 years. Worked with the newly hired department head to develop that capability.

1984-1990 Client: American Express - Helped to resolve an emergency involving accepting Telethon pledges via American Express. One week before Telethon, MDA had distributed all of its advertisement materials as well as downloaded its video Telethon spots to affiliate stations. All materials indicated that viewers could contribute via credit card but no system to capture these pledges via American Express existed. The system required to perform that task was designed, created, tested and installed in one week. As a result of these efforts, American Express contracted PORTO-BLE Systems to build tools to help other prospective clients access their authorization network. An example of this was providing the TARGET Store chain with the ability to accept American Express.

1981-1987 Client: Xerox Corporation - Ongoing maintenance and support of the worldwide market research computing system at Xerox Corporation.

1983-1986 Client: Kodak - Designed, created and installed a combination security and billing system to be used on its market research computer.

1987-1987 Client: Nabisco - Set up networks to link Nabisco's market research computers with other computing centers within the company as well as market research firms.

 

 Xerox Corporation - Rochester, NY - Principal Information Specialist - 10/1970 to 10/1981

1978-1981 Corporate Business Intelligence - Principal Information Specialist.: Activities included day to day management of the department responsible for providing the computing facility that supported the corporate market research activities of Xerox Corporation. Major responsibilities: oversee the construction of the MAIN System and interface that system with the computers of the various market research firms that performed studies and provided Xerox's research data.

1976-1980 Social Service Leave with the Muscular Dystrophy Association - In 1976, Mr. Porto was granted a 9-month leave of absence through the Xerox Social Service Leave Program. The purpose of the leave was to create an automated national payroll system. In 1980 he applied for and accepted a three month extension to the previous 9 month leave for the purpose of acquiring a PRIME mini-computer, converting MDA’s Payroll System (that he built for them in the first leave), converting General Ledger to this computer and training the MDA staff. Having completed all of these tasks ahead of schedule, he provided an unplanned benefit by automating their Direct Mail Fund Raising activities.

1970-1978 Other Significant Development Projects - Senior Programming Consultant: Worked on major software development projects for both Finance and Marketing organizations, including various planning models for Corporate Planning Systems based in APL. Cobol projects included COIN (Customer Oriented Information System - Cobol & IMS), CRR (Consolidated Revenue Reporting), CIS (Customer Information System) and MIS (Marketing Information System).

Intermac Corporation - Rochester, NY - Systems Engineer - 10/1970 to 10/1971

1968 - 1970 - Contracted to various firms to build data processing systems. Created the Regional Expense Model, the Customer Information System, the Strike Protection System, and the Flexible Budget System for Xerox Corporation. Developed a system for use by bond brokers during a decline in the market where two clients’ portfolios could be analyzed to yield the maximum swap of bonds. Each client could then claim the paper loss for tax purposes and still retain the same investment for future gains.

General Dynamics/ Electronics Division - Rochester, NY - Senior Programmer - 10/1970 to 10/1981

1966 - 1968 - Created the Payroll System for the Rochester and Newark operations and developed the Net Requirements System.

 

Porto's Auto Service - Bellport, NY - Auto Repair - 1954 to 1966

From the early age of 10 years old until he graduated from college, he worked in a family owned auto repair business. That business consisted of a gasoline station, a large auto repair shop and two large auto salvage yards. In the early days, the tasks were simple which included cleaning the shop and his father's tools. Later it was expanded to dealing with customers by dispensing gasoline and other full service activities. Also self-taught to identify, clean and separate precious metals from the salvage yards.

Gradually took over full responsibility for the operations of the two salvage yards. Performed every job required including the supervision of other employees.

When old enough to legally do so, took the initiative to register the towing service with the Suffolk County Police and personally responded to all towing calls on a 24x7 basis.

Learned and performed every aspect of auto repair. Continues to this day to perform all maintenance on personal vehicles.
