CURRENT RESPONSIBILITIES:
Dr. Barnett was responsible for International Services (IS) Agriculture Program, Animal and Plant Health Inspection Service (APHIS) Continuity of Operations, Safeguarding , Integrated planning, and was Director of the headquarters Information Technology staff.

WORK HISTORY:
Prior to his appointment as Assistant Director of IS, Operational Support and subsequent retirement, he was the first Information Resource Manager for IS. Dr. Barnett's work history began as researcher and instructor at the Universities of Northwestern State University, Louisiana, and later the University of Kentucky. He worked in the Cooperative Extension Services as the Survey Coordinator for the State of Kentucky. His State and Federal government career began as National Pest Survey Coordinator, and in that capacity managed a staff producing a weekly scientific journal. Dr. Barnett served as the Chair/Executive Secretary of the New Pest Advisory group managing the resolution of outbreaks of pest new to the United States and over 40 associated State cooperative agreements. He was Chief Operations Officer, Information Technology Branch, Plant Protection and Quarantine (PPQ), and Staff Officer for New Pest Detection and Survey and for the Biological Assessment Staff where he completed pest risk analysis to protect American agriculture. He coordinated international activities with international organizations, such as Food and Agricultural Organization (FAO), Pan American Health Organization (PAHO), North American Plant Protection Organization (NAPPO) and others. He coordinated with other governmental entities such as Department of State (DOS), U.S. Agency for International Development (USAID), U.S. Trade Representative (USTR), and Foreign Agricultural Service (FAS). He actively participated in the development of policies, standards, and guidelines for IS. Doug was involved in the management of international visitors to the Animal Plant Health Inspection Service (APHIS) and facilitated the visits of international dignitaries to the United States.

KEY ACCOMPLISHMENTS:
Dr. Barnett was selected as the first Survey Coordinator for the State of Kentucky where he planned, designed, developed, and implemented a pest survey program for invasive species. He negotiated international plant health standards and other agricultural business at the FAO Committee on Agriculture and assisted in the development of the International Plant Pest Convention standards. He completed an assessment of the quarantine system and facilities of the Kingdom of Saudi Arabia at the request of the King. He re-engineered the APHIS export certification process. As Acting Director for PPQ's Information Technology unit, he managed information resource and developed guidelines, for strategic long range plans, and managed the first IRM review of PPQ's automation efforts. He managed operations for pests new to the United States by reducing processing costs and automating tasks. He planned, designed, developed, and implemented the Alabama/Georgia Regional Survey and assisted in the development of the High Hazard Survey, and the public relations necessary for the National Cooperative Survey Program to the State Land-Grant Universities, and the National Plant Board Advisory Council. He managed the Cooperative Economic Insect Report/Cooperative Plant Pest Report and developed national standards for reporting plant pest data. He successfully managed IS Y2K transition efforts and co-chaired APHIS Integrated Planning.

AWARDS, RECOGNITION, AND ACHIEVEMENT:
Dr Barnett is founder and President of Communications International.
Co-founder of a Counseling Collective for a Washington, D.C. medical clinic.
Loaned Executive, U.S. Department of Commerce, for one year; awarded special commendation by Secretary of Commerce.
Chairman of the Board for the National Capitol Area Square Dance Leaders Association, the oldest such association in the world.
Secretary, Entomological Society of America, Taxonomy and Systematics.
Secretary, Entomological Society of America , Regulatory Entomology.
Organized symposium, "Systematics and Systematic Collections -- Prospective 2000."
Numerous awards, certificates, letters of appreciation, letters of accommodation, etc., and various scholarships.

PROFESSIONAL/TECHNICAL/MANAGERIAL SKILLS AND CAPABILITIES:
Dr. Barnett's training is multidisciplinary with over 150 undergraduate hours (chemistry, physics, biology, psychology, and counseling). His masters degree is in biology; PhD in Entomology; however, the majority of subsequent training is in management and administration. He demonstrated success in several assignments in the private and government arenas, including the administration of a large not-for-profit organization, direction of a private enterprise, a successful business, and several significant government assignments, domestic and foreign.

BSE, MS, PhD; Postdoctoral work; Board Certified Neuro-Linguistic Programmer, Certified Hypnotist, Systems Analysis, Adult Education, Counseling, Dance Choreography, and helicopter pilot.
