Chairman Louis Sherlin called this regular meeting of the Yellow Medicine County Board to order at 12:00 p.m. with Commissioners Louis Sherlin, Gary Johnson, Jane Remiger, Dick Wambeke and Ron Antony present. Also present were County Administrator Ryan Krosch, County Attorney Keith Helgeson, Granite Falls Advocate Tribune reporter Scott Tedrick and Marshall Independent reporter Robert Wolfington.
Approve Agenda 12-30-08-01 Motion by Commissioner Antony and second by Commissioner Wambeke to approve the agenda as presented. Motion carried with all voting in favor.
Consent Agenda 12-30-08-02 Motion by Commissioner Antony and second by Commissioner Remiger to approve the consent agenda items as follows: minutes of the December 16, 2008, County Board meeting; re-appoint Reid Merrill to the Extension Committee for a three year term starting January 1, 2009; reallocations totaling $521,128 in the Road and Bridge Fund; Revenue Fund budget amendments totaling $63,870.41 in revenues and $63,870.41 in expenses; Road and Bridge Fund budget amendments totaling $110,000 in revenues and $230,000 expenses. Motion carried with all voting in favor.

Regular Agenda:
Montevideo Veterans Home Request 12-30-08-03 Montevideo Mayor Jim Curtiss, Montevideo Councilman Marvin Garbe, Montevideo Community Development Director Nick Haggenmiller, Montevideo City Manager Steve Jones, Chippewa County Commissioner Gene VanBinsbergen and Chippewa County Veterans Service Officer Dennis Anderson presented a proposal to have a $23 million dollar veterans home built in Montevideo. Several area veterans were also in attendance to show their support for the project. The presentation included an overview of the economic impact that would result in the region from having the proposed 90 bed veterans home constructed. The proposed project includes Federal, State and local funding. The veterans home would only be built if the necessary State and Federal funding is obtained. The goal is to try to have $1-2 million in local funding committed for the project. As part of the local funding commitment, Yellow Medicine County was asked to consider contributing $50,000 towards the project. Motion by Commissioner Antony and second by Commissioner Wambeke to commit $50,000 towards the proposed veterans home project. Motion carried with all voting in favor.
2009 Legislative Discussion Senator Gary Kubly and Representative Elect Andrew Falk met with the Board to discuss the 2009 State legislative session and the State budget deficit.

Approval of Disbursements/Review of Auditor’s Warrants 12-30-08-04 Motion by Commissioner Antony and second by Commissioner Wambeke to approve the Commissioner’s Warrants for the following amounts: $102,147.08 Revenue Fund, $38,990.73 Road and Bridge Fund, $16,774.41 Ditch Fund; and acknowledge review of the Auditor’s warrants. Motion carried with all voting in favor.
