	Altered cvar handling so that a "1" always turns
	a setting on and a "0" always turns it off.

	I expect that the UO's shellshock will conflict with
	CKR's, but it seems to be working anyway.

	I also expect that new scoring stuff (rank, etc)
	is completely busted, but that the old scoring
	should still work.
